ICF hires expert to strengthen clients' HR programs

ICF International Inc. expects to improve its human capital and performance management expertise with the hiring of Jeffrey Neal as senior vice president, according to its Oct. 21 announcement.

Neal strengthens the continuing expansion of thought leadership at ICF, the announcement said.

He provides expertise in improving the performance of ICF clients by bringing insight and innovation in the areas of governance, human resources, strategy, and performance improvement, it added.

He most recently served as the chief human capital officer for the Homeland Security Department, where he was responsible for the development, execution and oversight of all HR programs for the department’s 234,000 employees.

Neal, who has more than 30 years of experience as a human resources executive, also has held human resources executive positions at the Defense Logistics Agency and the Commerce Department.

Neal was named Government Executive Magazine’s Chief Human Capital Officer of the Year for 2010. He also has received the Presidential Rank Award (Meritorious Executive), the International Public Management Association for Human Resources Professional of the Year award, the DHS Outstanding Service Medal, two Navy Meritorious Civilian Service Awards, and the Commerce Department Bronze Medal.

ICF International Inc., of Fairfax, Va., ranks No. 64 on Washington Technology’s 2011 Top 100 list of the largest federal government contractors.
