I think that Washington Technology needs to consider how these small businesses grow so quickly - for example, ANC 8(a)s have the ability to have un-restricted sole source awards. Very different than how a non-8(a) has grown...

One major point the article fails to point out is that SAVA Workforce Solutions, LLC is an ANC 8(a), which means they don't compete under the same rules as typical 8(a) companies! ANC's should have their own categories. 326.05% compound growth fueled by unrestricted sole source award amounts, and is not competitive with 8(a) companies that are limited to the standard $4m for consulting.
