Former DOD deputy undersecretary of defense joins ICF

New senior VP will work on service personnel, veterans affairs programs

ICF International Inc. has recruited a former top-level Defense Department executive to lead the company’s service member, veteran and family initiative.

Lynda Davis, formerly DOD deputy undersecretary of defense for military community and family policy and former Navy deputy assistant secretary for manpower and personnel policy, joins ICF as senior vice president.

She will lead ICF’s support effort for military personnel and their families from the DOD, Veterans Affairs Department and other agencies.

Hiring Davis strengthens a continued expansion of thought leadership in strategic growth areas for ICF, a company announcement said. Her experience complements that of the company’s nearly 700 health and mental health professionals.

Prior to joining ICF, Davis was the founder and CEO of SeeCareDo Institute, where she assisted the DOD’s Wounded, Ill and Injured Care Management Reform program to develop sustainable public/private partnerships that help deliver quality services and resources to wounded warriors, veterans, their families and caregivers.

She also has broad state and local government and private-sector experience in education and training, homeland defense and security, and criminal justice.

A former signal officer in the Army National Guard and the Army Reserve, Davis holds a Ph.D. and a master’s degree in public administration from the University of Southern California, a master’s degree in community clinical psychology from California State University Northridge, and a bachelor’s degree in developmental psychology from the University of Santa Barbara.

ICF International, of Fairfax, Va., ranks No. 64 on Washington Technology’s 2011 Top 100 list of the largest federal government contractors.
