4 firms vie for $200 million in Navy cybersecurity work

Tier 1 contractors will compete for task orders

Science Applications International Corp., General Dynamics Advanced Information Systems Inc., Northrop Grumman Systems Corp. and Booz Allen Hamilton Inc. have won awards from the Space and Naval Warfare Systems Center Pacific, and will vie for cybersecurity task orders under a five-year contract valued in excess of $200 million.

Under terms of the indefinite-delivery, indefinite-quantity, cost-plus-fixed-fee contract, the four will examine the science, architecture, engineering, functionality, interface and interoperability of cyberspace operations systems, services and capabilities. Work will cover the tactical, operational and strategic levels, according to a Jan. 31 Defense Department announcement.

Support will include operations and requirements analysis, concept formulation and development, feasibility demonstrations and operational support.

Additional efforts will include software design and implementation as well as systems integration, test and evaluation, and demonstration.

The work will be performed at government and contractor sites in the San Diego area, and the base award work is expected to be completed Jan. 30, 2013.

The initial awards were:

  • SAIC: $84.4 million
  • General Dynamics: $78.4 million
  • Northrop Grumman: $77.4 million
  • Booz Allen Hamilton: $71.5 million

This contract was competitively procured via publication on the Federal Business Opportunities website and posting to the Space and Naval Warfare Systems e-Commerce Central website, with 14 offers received, DOD said.

SAIC, of Falls Church, Va., ranks No. 5 on Washington Technology’s 2010 Top 100 list of the largest federal government contractors. General Dynamics Corp., of Falls Church, ranks No.6; Northrop Grumman, of Los Angeles, ranks No. 2; and Booz Allen Hamilton, of McLean, Va., ranks No. 9.
