Who made Northrop’s $2.6B DHS team?

Teammates include other large players and small businesses

Northrop Grumman Corp. will execute its $2.63 billion contract to build the infrastructure for the Homeland Security Department’s new headquarters with a team that includes familiar names and a plethora of small businesses. 

Northrop has been tasked to lead the buildout of the information technology infrastructure at DHS’s new headquarters campus on the grounds of St. Elizabeths Hospital in Southeast Washington. St. Elizabeths is a former psychiatric institution that housed such infamous patients as John Hinckley Jr., who tried to assassinate President Ronald Reagan.

The project was awarded under the General Services Administration’s Alliant contract as a task order. Work will be done over a five-year base period with a two-year option and an additional three-year option for a total of 10 years.

To win the project, Northrop Grumman took on other major systems integrators such as General Dynamics Corp., Lockheed Martin Corp., L-3 Communications and Serco Inc.

The Northrop Grumman team includes IBM Corp., Johnson Controls, CACI International, TWD & Associates, Diebold, and Cosentini Associates.

The contract includes a 40 percent small-business subcontracting goal, including 20 percent for women-, veteran-, service-disabled veteran-owned and HUBZone small businesses.

Northrop Grumman is ranked No. 2 on Washington Technology's 2010 Top 100 list of the largest government contractors.
