Redefining the CIO: Federal Portfolio Management

Federal IT is at a crossroads, facing an array of challenges in establishing a consistent policy to equip and maintain an infrastructure to support federal agency mission accomplishment. Senior federal technology executives now have over-arching guidance to meet those challenges.

In December 2010, U.S. Chief Information Officer Vivek Kundra unveiled a 25-point implementation plan to reform federal IT funding, acquisition and management. This program sets new priorities and redefines old ones, from data center consolidation to cloud computing to shared-services.

Central to this redefinition is a shift from policymaking and maintenance of IT infrastructure towards greater responsibility in portfolio management. For too long, agencies tolerated failing IT projects, with ballooning costs and diminishing prospects for success. The 25-point plan requires CIOs to step up to the plate, identify unmet needs, and turnaround or terminate at least one-third of all poorly performing projects in their portfolio within the next 18 months.
