It isn't that we have a hard time coming up with security policy. We have a hard time getting users to comply. IT departments aren't the ones who lost laptops, exposing personal information on veterans and others. The users did. What do you do when you kid dings the family car the first time?---You take away the keys and let him drive only when you are with him.
