NRC makes $679M award but one incumbent left out in the cold

Six companies have landed spots on the Nuclear Regulatory Commission’s $679 million contract for IT development and operations.

The contract goes by the name GLINDA for Global Infrastructure and Development Acquisition. It combines two expiring contracts into a single vehicle.

The list of GLINDA winners, however, reveals that one incumbent failed to make the cut to the new contract. NTT Data, which acquired the incumbent contract when it added Dell Federal Services, has filed a protest with the Government Accountability Office.

NTT Data, however, is on the team of one of the two small business winners of the contract, G2SF Inc. of Reston, Va.

Other winners include:

• CGI Federal (an incumbent) with MCP Computer Products Inc.
• Lockheed Martin Information Systems and Global Solutions (this is likely now Leidos but I haven’t gotten confirmation yet. Lockheed also was an incumbent.)
• Synaptek Corp, with Edgewater Federal Solutions
• Vistronix, now part of ASRC Federal
• ActionNet Inc. (small business winner)

G2SF sent me a press release on the win last week and listed its teammates as NTT Data, Information International Associates Inc., Mythics Inc. and Vega.

In addition to NTT Data’s protest, Caelum Research Corp. and CSRA (listed as SRA International on the GAO docket) also have filed protests.

A decision from GAO is expected by late May.

G2SF gave a good description of the work in their press release saying it will be used for a wide range of IT infrastructure and application maintenance and operations services.

GLINDA replaces NRC’s IT Infrastructure and Support Services contract, which was held by Dell, and the Maintenance Operation and Modernization Functional Area 2 contract. Known as MOM FA2, the contract was held by CGI and Lockheed Martin.

G2SF broke down the work under GLINDA into three categories:

• IT operational, development, cybersecurity and integration support services.
• IT service management subject matter expertise
• Innovative solutions that increase operation efficiency and improve agency effectiveness.

G2SF said they have support NRC for the last six years and the GLINDA win lets it continue and expand on that work.

This is a significant loss for NTT Data. According to Deltek, the company has pulled in $244.9 million in task orders since 2011 under the IT Infrastructure and Support Services contract. 

CGI did about $60.7 million under MOM FA2, while Lockheed/Leidos won about $44.5 million under MOM FA2.
