Air Force wins last four NetCents protests

The Air Force has prevailed in the last four bid protests filed against the NetCents 2 contract, but don't expect clear sailing from here.

The last four NetCents 2 protests have been resolved, and this time, the Air Force has prevailed.

The Government Accountability Office denied four protests by companies who the Air Force had found technically unacceptable for the NetCents 2 Application Services contract.

GAO thought the Air Force determination was appropriate, a source told me.

The four companies are:

  • Pragmatics Inc.
  • EMW Inc.
  • Futron Inc.
  • VMDn LLC

This decision is very different from the GAO decision of July 15 where the agency sustained parts of some protests and denied other parts. But with the July 15 group, GAO recommended that the Air Force re-evaluate proposals and make a new source selection decision.

With this last group, however, it is very unlikely that the Air Force will re-evaluate their proposals because they had been eliminated from the competitive range.

While the Air Force does have the discretion to review all the bids, such a decision would be “stunning,” my source told me.

But even with those four out of the running, the Air Force still faces an uphill battle to get this portion of NetCents awarded and up and running.
