DFAS considers revamp of invoice pay system

The Defense Finance and Accounting Service wants to update its internal business system that is primarily used for paying commercial invoices.

DFAS uses its Computerized Accounts Payable System—Windows (CAPS-W) to pay vendors on time and also as a subsidiary ledger to the general ledger. The system consists of an Oracle relational database management system, with modules for specific business functions. It also has cross-functional modules and query tools.

The agency is studying approaches to consolidate business systems and to possibly integrate systems to provide a more efficient and economical approach to processing transactions. In a new request for information, DFAS wants information on what’s available in the marketplace as it reassess CAPS-W’s functions and capabilities.

DFAS wants to learn about products related to entitlement systems, similar to CAPS-W, such as commercially available upgrades and integration solutions.

DFAS released the RFI May 21. Responses are due June 6.
