Who won September's biggest contracts?

With 67, September netted the most contract awards of 2013, a record it'll likely hold onto for the rest of the calendar year.

In terms of contract values, you had to have won a contract worth at least $219 million to make the list.

The other months and number of contracts were:

The steady number of contract awards will likely screech to a halt for October as the government -- without a budget or continuing resolution in place -- shutdown with the start of the new fiscal year.

But at least fiscal 2013 ended on a high note, so with out further ado, our countdown begins at No. 10.

10. Joint venture nabs $219M contract mod to support Air Force complex

Aerospace Testing Alliance has won a $218.6 million contract modification to provide operation, maintenance and information management and support to the U.S. Air Force.

Aerospace Testing Alliance is a joint venture between Jacobs Sverdup Inc., Computer Sciences Corp., and General Physics Corp.

Under the contract modification, the company will provide support to the Arnold Engineering Development Complex.

9. Northrop wins $226.7 million contract for Hawkeye refueling aircraft

Northrop Grumman has won a $226.7 million contract to provide lifecycle support for a refueling capable E-2D Advanced Hawkeye aircraft.

Under the contract, Northrop Grumman will provide the design, development, fabrication, assembly, integration, furnishing, test and evaluation, support and documentation of an in-flight refueling Hawkeye aircraft.

8. Boeing subsidiary wins $300M UAV contract

Insitu Inc. has won a $300 million contract with the U.S. Navy to provide hardware and operational and maintenance services.

These services will be provided in support of the ScanEagle Unmanned Aerial Systems.

The ScanEagle is a small UAV built by Insitu, which is a subsidiary of Boeing Co. It is operated by the U.S. Special Operations Command.

7. L-3 wins $357M task order for Army reserve distance learning

L-3 Communications National Security Solutions has won a $357 million task order to provide software development, systems integration, distance learning and IT technical support services in support of the Reserve Component Automation program.

The task order was won under the General Services Administration’s Alliant contract, and was awarded by the GSA Federal Systems Integration and Management Center.

6. Honeywell wins $485M to service GPS navigation system

Honeywell International has won a $485.5 million sole-source contract to provide the U.S. Air Force with acquisition and sustainment for the Embedded Global Positioning System Inertial Navigation System, or EGI.

Under the contract, Honeywell will perform platform integration, modernization, diminishing manufacturing sources, flight test support, training, engineering support/studies, contractor depot repair, spares, and data for the standard EGI, the Defense Department said.

5. Honeywell scores $550.4M option to support Air Force satellite network

Honeywell Technology Solutions has won a $550.4 million option to support the Air Force Satellite Control Network.

The Air Force Satellite Control Network provides support for the operation, control and maintenance of a slew of Defense Department and non-Defense Department satellites.

4. Small business joint venture wins $675.1M Air Force contract for advisory, assistance services

SpectrumS4 LLC has won a $675.1 million contract with the U.S. Air Force for advisory and assistance services.

SpectrumS4 is a joint venture formed by Spectrum Comm Inc. and S4 Inc. to support the Air Force Life Cycle Management Center. The venture specializes in program management and engineering support solutions.

Under the contract, Spectrum S4 will provide the Air Force with services that include program management, financial management and contract management.

3. MITRE scores $1.7B contract for systems engineering services

MITRE Corp. has won a $1.7 billion sole-source contract to provide the U.S. Air Force with systems engineering and integration support.

This support will go toward Air Force Ceiling Programs and Air Force Non-Ceiling Programs, the Defense Department said.

The contract will help shape and carry out the Air Force’s core functions of Defense Department enterprise system engineering, architecture development, technical strategy, program strategy and program execution.

2. 12 companies share $4.1B Army contract

A mix of 10 large and two small businesses are sharing a $4.1 billion contract award to supply the Army with communications and transmission services to help the service improve its battlefield communications.

The companies will compete with each other for task orders under the contract, known as Project Manager, Defense Communications and Army Transmission System, or PM DCATS. The contract will be used to tie together individual weapons systems via satellite communication and transmission capabilities, according to information from Centurion Research Solutions.

1. 30 more named to $22B Eagle II contract

The Homeland Security Department opened the flood gates last week with 30 awards under its $22 billion EAGLE II procurement.

All the awards were made in functional category one for service delivery, which includes a range of services for developing, implementing and maintaining DHS IT systems.

Fifteen awards were made in the unrestricted competition category, and another 15 went to 8(a) small businesses. The contracts have a five-year base and a two-year option period.
