Former Kentucky CIO Aldona Valicenti has joined CGI Group Inc. as vice president for state and local markets, according to an announcement today from the business process services provider.

At CGI, Valicenti will work with governors, state CIOs and other officials to address critical IT needs as states struggle to balance delivery of citizen services with ongoing budget challenges.

Most recently, she worked as Oracle vice president of business development and strategy, where she led a team of business development executives and program managers to identify and deploy solutions to state and local government customers.

Before her tenure at Oracle, Valicenti served as Kentucky’s first appointed CIO under Gov. Paul Patton, who established the position through legislation as part of the Executive Cabinet.

As state CIO, Valicenti managed IT for the executive branch of the state government and had oversight of the statewide IT investments.

Valicenti also has served as the president of the National Association of State Chief Information Officers.

CGI Group inc., of Montreal, ranks No. 82 on Washington Technology’s 2010 Top 100 list of the largest federal government contractors.
