General Dynamics names Helm to oversee strategic planning
Northrop Grumman executive Robert Helm will join General Dynamics on May 3 as senior vice president of planning and development.

In his new position, Helm will handle a wide range of duties including government relations, strategic planning, international business analysis and compliance, investor relations and communications, General Dynamics announced April 19. He will report to General Dynamics president and CEO Jay Johnson.
Helm most recently was corporate vice president for government relations at Northrop Grumman Corp. where he worked for 21 years. Before joining Northrop Grumman, he was vice president of business development for Space and Aviation Systems at Honeywell Inc.
From 1984 to 1988, he was assistant secretary of defense, controller. He also served as a White House staff member on the National Security Council during the Reagan administration and as the senior national security professional staff member on the Senate Budget Committee.
He replaces Phebe Novakovic, who has been appointed executive vice president of General Dynamics’ Marine Systems Group.
General Dynamics ranks No. 4 on Washington Technology’s 2009 Top 100 list of the largest government contractors.
