CACI scores a double

CACI International Inc. of
Arlington, Va., continued expanding
its footprint in the federal intelligence
arena with the purchase of services
providers Dragon Development Corp.
(DDC) of Columbia, Md., and Athena
Innovative Solutions Inc. of Arlington.
Terms were not disclosed for either
deal.

DDC's core business areas are systems
and software engineering; operations
research and systems analysis;
advanced research and development
support; and program, business and
acquisition management.

Athena's expertise lies in five core
areas: human intelligence, counterintelligence,
counterterrorism, all-source
analysis and strategic policy development,
CACI said.

BEA rejects Oracle

BEA Systems Inc. of San Jose,
Calif., rebuffed Oracle Corp.'s offer to
buy the company for $17 a share, or
about $6.7 billion.

An agreement with BEA's largest
shareholder, Carl Icahn, to provide
confidential business information will
show that Oracle's offer "significantly
undervalues the company," BEA said
in a written statement.

The company did not rule out a
sale, presumably at a more advantageous
price.

Blackwater buys training company

Blackwater Worldwide LLC of
Moyock, N.C., bought Backup Training
Corp., a provider of law enforcement
training tools. Terms of the acquisition
were not disclosed.

Backup of Coeur d'Alene, Idaho,
has provided training materials,
including CD-based and online courses,
to more than 9,600 police
departments.

QinetiQ buys IT security firm

QinetiQ Group plc bought Boldon
James Holdings Ltd., a U.K. provider
of secure messaging solutions for military
and government customers, for
$32 million cash with the potential
for an additional $8.8 million for performance
of specific, though
unnamed, criteria.

The U.K. defense contractor said
the acquisition brings established
product and service offerings in
strategic markets.

Accenture snaps up Gestalt

Accenture Ltd. will buy defense
consulting firm Gestalt LLC, of
Camden, N.J. Terms of the deal were
not disclosed.

Gestalt specializes in mission-critical
command, control, communications,
computer, intelligence, surveillance
and reconnaissance systems.

William Loftus, Gestalt's president
and chief executive officer, will play a
leadership role in Accenture's Public
Service operating group.

Raytheon closes Oakley buy

Raytheon Co., of Waltham, Mass.,
closed its purchase of Oakley
Networks Inc., a provider of cybersecurity
and data leakage-prevention
systems. Terms were not disclosed.
Salt Lake City-based Oakley will
operate as Raytheon Oakley Systems
Inc. and be part of Raytheon
Intelligence and Information Systems,
of Garland, Texas.

SAP scoops up Yasu Tech

SAP AG is buying Yasu
Technologies Inc., of Santa Clara,
Calif., for an undisclosed amount.
Yasu sells business rules management
systems, which SAP plans to use
to extend the business process management
capabilities of its NetWeaver
enterprise software platform.

ATS to buy Number Six

ATS Corp. will buy application
development services provider
Number Six Software Inc., of Vienna,
Va., for $36 million.

ATS, based in McLean, Va., said
the acquisition will boost its information
technology services offerings and
add new customers in the government
and commercial markets.

Kratos captures Haverstick

Kratos Defense and Security
Solutions Inc. plans to acquire
Haverstick Consulting Inc. for about
$90 million in cash and stock.

Kratos, based in San Diego, specializes
in national defense and security,
and company officials said the
acquisition will broaden its reach in
the defense market.

Haverstick provides engineering,
logistics, suborbital rockets and rocket
launch support services and other
professional services to the federal
government.
