Jorge Diaz joined Patriot Technologies Inc. of Frederick, Md., as vice president of sales and marketing. Diaz most recently was vice president of sales at Interfuse Technology Corp.

Stanley Graves joined Merlin International Inc. of Denver as vice president of the company's enterprise solutions division in Vienna, Va. Graves most recently was president and chief executive officer of Vector Data Systems Inc.

Greg Milan joined Security With Advanced Technology Inc. of Westminster, Colo., as vice president of sales. Milan previously was business development director at Syncroness Inc.

John Dalrymple, former deputy commissioner of operations support at the Internal Revenue Service, joined Deloitte Services LP of Washington as a director in the firm's federal practice.

Amy Miniger joined Reliance Network Solutions Inc. of Annapolis, Md., as client development director. Miniger most recently was with gantthead.com.

Joseph Lombardo was named executive vice president of Falls Church, Va.-based General Dynamics Corp.'s aerospace business group and president of GD subsidiary Gulfstream Aerospace Corp. Lombardo, Gulfstream's chief operating officer since 2001, succeeds Bryan Moss, who was named to the newly created position of president emeritus of Gulfstream.

Raymond Wilson was named to the board of directors of Innovative Solutions and Support Inc. of Exton, Pa. Wilson, an independent aerospace-manufacturing consultant, was an executive vice president with Airbus SAS and was named a Commander of the British Empire by Queen Elizabeth II for his service to the aircraft industry.

David Hillman joined Codi Inc. of Harrisburg, Pa., as sales and marketing vice president.

Terry Severson and Jeff Barrows joined Trace Systems LLC of McLean, Va. Barrows, the company's new vice president of programs, most recently led the Center for Network and Systems Innovation Facility and the Hybrid Communications Laboratory at Booz Allen Hamilton Inc. A former Air Force colonel, Severson, now Trace vice president of operations, most recently was director of strategic planning for the communications line of business at DRS Technical Services Inc.

John Gordon joined the board of directors of EDO Corp. of New York. Gordon, a former Air Force general, was deputy director of the CIA and homeland security adviser to President Bush until 2004.

Graeme Alexander joined semiconductor laser developer Intense Ltd. of Glasgow, Scotland, as chief financial officer. Alexander was a management consultant after leaving Booz Allen Hamilton Inc.

Louis Montgomery Jr. joined Serco Inc. of Vienna, Va., as vice president of human resources for U.S. and Canadian employees. He most recently was the North American director of human resources for AES Corp.

In an expansion of its federal practice, mobile data security provider Credant Technologies Inc. of Dallas hired six IT and sales professionals: Robert Rubeck, formerly of Alta IT Services/EDS Corp., as a deployment engineer on the client services team; Benjamin Rand, formerly with Meridio Inc., as a sales engineer responsible for analyzing customer requirements; Donald Moran, formerly at Storageway Inc., as Defense Department and intelligence business manager; federal account executives James Clements, formerly of Surety LLC; Diane Pearson, formerly of ProSight Inc.; and Alison Rowe, formerly of e-Security Inc., as an inside sales executive.

Randy Jones joined Managed Objects Solutions Inc. of McLean, Va., as executive vice president of sales for the Americas. Jones most recently held a similar position at Opnet Technologies Inc.

Jennifer Smith joined SRA International Inc. of Fairfax, Va., as vice president and deputy director of marketing and sales. Smith most recently was a federal sales area vice president at Dell Inc.

Bruce Milligan joined Cairo Corp. of Chantilly, Va., as marketing vice president. Milligan most recently was senior communications director for America Online's corporate services groups.

Harvey Flatt joined Software Productivity Strategists Inc. of Rockville, Md., as vice president of corporate development and customer relations. Flatt most recently was a business development manager for Pepperweed Consulting LLC.

Lynne Gummo joined Beers and Cutler PLLC of Washington as partner in the government contracting sector. She had been executive vice president of client service at RSM McGladrey Inc.

At Northrop Grumman Corp.'s IT sector of McLean, Va.: Richard Boak to sector vice president and controller with oversight of the sector's financial operations, planning and reporting; and Albert Pisani to vice president of security and infrastructure solutions to capture new homeland security and national intelligence agency business.

At Robbins-Gioia LLC of Alexandria, Va.: Woody Mewborn to president of the company's commercial division.

At Data Systems Analysts Inc. of Fairfax, Va.: Charles Cooks to vice president of strategic planning and service delivery for intelligence and civilian agency customers and intelligence and homeland security operations.

At SCI Consulting Services Inc., of Vienna, Va.: Michael Carroll to vice president of operations.

At Aerospace Corp. of El Segundo, Calif.: Peter Carian to distinguished engineer at the company's Electronic Engineering subdivision; Dr. Tsou-Chiang Huang of the company's Systems Engineering and Technology directorate of Chantilly, Va., to distinguished engineer; and at the company's Space Materials Laboratory, Dr. James Barrie and Dr. Michael Meshishnek to distinguished scientist.

Appointments

Richard Turnock was named chief technology officer and vice president of engineering at electronic toll collection and radio frequency identification provider Mark IV IVHS of Toronto. Turnock, who has been with the company for just a year, previously was director of engineering at Honeywell Canada.

Edward Murphy joined Multimax Inc. of Herndon, Va., as director of Air Force business development. Murphy most recently was with Booz Allen Hamilton Inc., where he developed organizations and processes to support Air Force transformation initiatives.

Cameron Matthews joined government information technology security provider Sentek Consulting Inc., of San Diego, as CTO. Matthews most recently was CTO at Layered Intelligence Corp.

British Telecommunications Group plc of London created a new global-services team, naming Tim Smart, president of U.K. global services, to lead a new U.K. management board; Tom Craig as president of U.K. Corporate; Luis Alvarez as president of global services for Europe, Middle East and Africa; Michael Boustridge as president of BT USA and Canada; Allen Ma to continue leading the Asia Pacific market unit; Chris Halbard as chief finance officer; Clive Ansell as president of strategy, marketing and propositions; Roel Louwhoff as chief executive officer of BT Operate; Mike Stone as president of service design; Alan Davis to continue as chief human resources officer; and Tim Cowen to continue as general counsel and commercial director.

Michael Stacy, Lisa McLaughlin and Volker Kunze joined Techbooks Inc. of Falls Church, Va. Stacy was named vice president of enterprise group sales; McLaughlin is the company's new director of journal publishing services; and Kunze is now director of business development for Austria, Germany and Switzerland.

John Wayne III joined NetStar-1 Inc. of Rockville, Md., as executive vice president of operations. Wayne most recently was interim chief executive officer at RGII Technologies Inc.

Arleigh Closser joined Multimax Inc. of Herndon, Va., as vice president, general counsel and secretary. Closser was recently associate general counsel at United Industrial Corp.

Todd Stottlemyer, president and chief executive officer of small-business advocacy group National Federation of Independent Business, was named to the board of directors at DataPath Inc., of Duluth, Ga.

Barry Cullen joined the Contract Services Association of America of Arlington, Va., as president.

Joy Leong and James Campbell Jr. joined Brown Rudnick LLP of Boston as litigation department partners in the firm's Washington office. Leong and Campbell share a postal-service and policy reform practice.

Frank Baitman joined Petards Inc. of Baltimore as president. Baitman previously was director of California think tank Institute for the Future.

Michael Hagee, who recently retired from the Marine Corps as commandant, joined the board of directors at IAP Worldwide Services Inc., of Cape Canaveral, Fla. Hagee also was named special adviser to the chairman, CEO and president.

Kevin Cogan joined Suss Consulting Inc., of Jenkintown, Pa., as a senior consultant. Cogan most recently was an information technology professor at the Army War College.
