Appointments

George Tenet, former CIA director, joined defense and security technology provider QinetiQ Ltd., Farnborough, U.K., as an independent non-executive director.

Mario DeLuca joined public accounting firm Cherry, Bekaert & Holland LLP, Vienna, Va., as tax partner in the firm's Northern Virginia and Washington area practice.

Daniel Catan joined asset management software developer MCM Technology LLC, Birmingham, Ala., as president and CEO. He replaces former CEO Patrick McMaster, who will continue to serve on the company's board of managers. Catan most recently was director of education and government sales with Oracle Corp.'s PeopleSoft division.

Tom Ridge, former two-term governor of Pennsylvania and first Secretary of the Homeland Security Department, joined Deloitte and Touche USA LLP of New York as a consultant. Ridge will be the senior advisor to Deloitte's U.S. state government practice and counsel its clients on issues, challenges and trends facing governors and states, including effective deployment of IT to transform government and improve education performance.

William Hoover, American Systems Corp. president and CEO, was elected to the board of trustees of industry group National Defense Industrial Association, Chantilly, Va.

John Cramp, chief operating officer of Telkonet Inc., was named to the advisory board of Smart Payment Solutions Inc., Arlington, Va.

Tom Kirk joined CGI Federal Inc., Fairfax, Va., as vice president of consulting services in the enterprise resource planning products services group of wholly owned U.S. operating subsidiary of CGI Group Inc. Kirk will lead the Federal ERP Product Program, CGI's Southwest Virginia development center and financial management consulting services.

Lee Cooper joined Raytheon Co.'s Raytheon Technical Services Co. LLC, Reston, Va., as vice president of business. Cooper most recently was senior vice president of business development at the Titan Group of L-3 Communications.

Lamont Silves joined CACI International Inc., Arlington, Va., as senior vice president for strategy and business development for the company's transformation solutions business group. Silves most recently managed Defense Department and civilian agency sales and business development at Computer Sciences Corp.

Larry Mendenhall joined American Systems Corp., Chantilly, Va., as vice president of government consulting services. Mendenhall most recently was as a partner at law firm Coopers and Lybrand.

Joyson Cherian, Christopher Leach and Nicole Nolte joined Welz and Weisel Communications of Fairfax as account executives. Cherian most recently was an account executive at Cavalier Business Communications. Leach, who will be a senior account executive, most recently was with Strategic Communications Group Inc. While at her previous company, Weber Shandwick Worldwide, Nolte supported the Microsoft Mobile and Embedded Devices Group.

Bruce Brody, vice president and division manager of information assurance for CACI International Inc. has been named to the advisory board of International Information Systems Security Certification Consortium, Palm Harbor, Fla. Brody is a Certified Information Systems Security Professional, a designation issued by (ISC)2.

Robin Abrams, interim CEO of ZiLOG Inc., has been elected to the board of directors of BEA Systems Inc., San Jose, Calif.

David Peed has joined Ciena Corp., Linthicum, Md., as vice president and managing director of Ciena Government Solutions Inc. Peed most recently was vice president of sales and business development for Qwest Communications International Inc.'s government services division.

Kenneth Franco has joined Reliance Network Solutions Inc., Annapolis, Md., as director of project management and technology integration. Franco most recently was a senior manager at BearingPoint Inc.

Dean Mericka has joined Software AG Inc., Reston, Va., as senior vice president of sales and marketing for North America. Mericka most recently vice president of sales at Digital Harbor Inc.

Curtis Baginski has joined IBM Corp.'s IBM Information Management division, Herndon, Va., as worldwide solutions architect. Baginski will focus on worldwide sales of the company's Entity Analytic Solutions.

Peggy Alfonso, Robert Reisner and Gregory Garrett joined Acquisition Solutions Inc., Arlington, Va., as senior principals. Alfonso, formerly of Touchstone Consulting Group Inc., will help clients with strategy formulation and organizational transformation. Reisner, who will be responsible for strategic sourcing initiatives, has served in or been a consultant for more than a dozen federal agencies. Charged with consulting for civilian government agencies, Garrett most recently was chief compliance officer for U.S. federal government programs and chairman of the Project Management Center of Excellence, Lucent Technologies - Bell Labs.

At Boeing Co.: David Withers to managing director of Boeing Australia Limited, Brisbane, Australia, replacing David Gray, who retires at the end of 2006.

At Symbol Technologies Inc., Holtsville, N.Y.: Greg Clawson to director of business development and channel partners for the federal sales team, promoting the company's Enterprise Mobility products.

At Ensco Inc., Falls Church, Va.: Kevin Kesler to vice president of the company's Applied Technology and Engineering Division.
