Raytheon Co. as vice president and chief accounting officer, responsible for the company's global accounting and financial reporting. Wood most recently was an audit partner at KPMG LLC.
Lisa Steffens, H. Lee French and Bryan Rubin have joined
J.F. Lehman and Co. of New York. Steffens, who is the new director of investor relations, was most recently a risk consultant and project manager for the Shaw Group. As senior analysts, French and Rubin will support acquisition transactions. French was a member of the Leveraged Finance Group at Wachovia Securities, and Rubin was a member of the Consumer Investment Banking Group at RBC Capital Markets.
Franck Journoud has joined the
Business Software Alliance in Washington as manager of information security policy. Journoud most recently was manager of government and industry affairs for BSA member company RSA Inc., the security division of EMC Corp.
John Gregorits has joined
ITS Corp., Arlington, Va., as vice president and program manager of global governmentwide acquisition contracts, as well as serving on the executive leadership team.
Kenneth Savoie has joined
Apptis Inc., Chantilly, Va., as program manager of the national security sector. Savoie retired in August from the Coast Guard as a captain. He was commanding officer of the operations center in Martinsburg, W. Va.
James Myers, vice president of payloads and sensors at
Northrop Grumman Corp.'s space technology sector, was named to the board of directors of the national MathCounts Foundation, which works to interest elementary and middle school students in mathematics.
Tracy Henke resigned Oct. 31 as assistant secretary for the
Homeland Security Department's Preparedness Directorate Office of Grants and Training.
Rob Hailstone joined
Butler Group, the IT end user division of Datamonitor Plc of London, as software infrastructure practice director. Hailstone most recently was director of European service-oriented architecture and application platforms service at International Data Group Inc.
Fred Muller has joined
Apptis Inc., Chantilly, Va., as general manager of the commercial sector. Muller most recently was co-founder and managing partner of Geotechs Services LLC.
John Ulrich was named as a vice president of
General Dynamics Corp., Falls Church, Va., and president of the European land-combat systems business unit in Vienna, Austria. Ulrich succeeds H. Michael Malzacher, who is retiring. Ulrich most recently was senior vice president of General Dynamics Land Systems in Canada.
David Swindle, president of
IAP Worldwide Services Inc., Cape Canaveral, Fla., was appointed to the
Army Science Board, an advisory committee that provides leadership with independent technical advice on national security issues.
Tracy Graves-Stevens, president of

Mary Bush, president of

Maureen Baginski, formerly FBI executive assistant director for intelligence, was elected to the board of directors for

James Lynch, president of
