"Boeing's ground-based proposal made the best sense. Schemes using unmanned aerial vehicles and the like would be too expensive and have inherent limitations.

"Still, Boeing needs some new thinking when it comes to sensor technology beyond the usual video, seismic, thermal and motion systems that have been around for many years and are very expensive to implement and monitor."
