George Vensko was named president of IT support services provider Bogart Associates Inc., Vienna, Va. Vensko most recently was senior vice president and division group manager for intelligence operations in CACI International Inc.'s national intelligence line of business.

Kent Brostrom has joined defense mission support services provider IAP Worldwide Services Inc., Cape Canaveral, Fla., as vice president and general counsel. Brostrom comes to IAP from BAE Systems Inc., where he was senior counsel and assistant secretary for technology solutions and services sector.

Edwin Miller has joined encryption and secure messaging developer Sigaba Inc., San Mateo, Calif., as CEO. Miller previously was president and CEO of Infodata Systems Inc.

Karyn Greenfield has joined BAE Systems Inc., Arlington, Va., as vice president for new business pricing and contracts for customer solutions. Greenfield most recently was vice president for contracts, pricing and procurement at Northrop Grumman Corp.'s IT sector, civilian agencies business.

Craig Coy has joined L-3 Communications Inc. of New York as president and chief operating officer of the newly created L-3 Homeland Security Group. Coy most recently was CEO of the Massachusetts Port Authority.

Robert Behler, former commander of the Air Force Command, Control, Intelligence, Surveillance, and Reconnaissance Center at Langley Air Force Base, joined Mitre Corp., Bedford, Mass., as senior vice president in the command and control center. Behler most recently was general manager of precision engagement at Johns Hopkins University's Applied Physics Laboratory.

Perry Keating was named vice president of SRA Spectrum Solutions Group, Fairfax, Va. SRA at SRA International Inc. recently acquired Spectrum Solutions Group Inc., which operates as an intact unit with its pre-existing management team. Keating most recently was senior vice president of global services for Siebel Systems Inc.

Paul Afonso, former Massachusetts Telecommunications and Energy Department chairman, has joined international law firm Brown Rudnick Berlack Israels LLP of Boston. Since leaving DTE in 2005, Afonso has remained on the board as a commissioner.

Peter Kelly and John Archibald joined U.K. IT solutions provider Sigmer Technologies Ltd., at the University of Sussex in Brighton. Kelly, most recently with Friday-Ad Group Ltd., replaces Malcom Mcllhagga as technical director. Mcllhagga has taken the newly created job of technical sales director to focus on business development. Archibald, Sigmer's new director of operations, most recently was on the board of Manpower Software Plc.

Former Air Force Lt. Gen. Kenneth Minihan, a former National Security Agency director and Defense Intelligence Agency director, was elected to the board of directors of ManTech International Corp., Fairfax, Va. Minihan is a managing director of the Homeland Security Fund for Paladin Capital Group Inc.

Christina Psihogios has joined Advice Unlimited LLC Olney, Md., as administrative assistant and junior account executive. Psihogios most recently was the communications assistant at the Frederick County Chamber of Commerce.

Robert Russell joined IT consulting services provider Data Systems Analysts Inc., Trevose, Pa., as assistant vice president for business operations in the company's Washington offices. Russell most recently was assistant vice president for government services at ChoicePoint Inc.

At General Dynamics Corp.: John Ulrich to senior vice president and deputy director of the company's European land combat systems business unit in Vienna, Austria.

At Boeing Co.: Jim Jamieson to senior vice president of engineering, operations and technology, expanding his previous responsibilities as Boeing senior vice president, chief technology officer, and head of the Boeing Technology organization.
