People: President, governors quickly fill top jobs

President Bush and two state governors have lost little time in filling top Homeland Security Department and IT positions.


The day after Andy Maner's resignation, effective March 3, as DHS chief financial officer, the White House announced the president would name David Norquist, deputy undersecretary of Defense for budget and appropriations affairs, to replace him.


Following the late December resignation of Massachusetts CIO Peter Quinn, Gov. Mitt Romney (R) named Bethann Pepoli, IT Division chief operating officer, as acting CIO until a permanent replacement can be found, a spokesman for the governor said. "I'm not expecting an unusually long deliberation," the spokesman said. (See related story, page 26.)


New York Gov. George Pataki (R) filled two key IT leadership posts, making it official: Acting Director Meg Levine is director for the Office for Technology, and Michael Mittleman, former deputy CIO, is now the state CIO.
