The Internet Society, Reston, Va., named Matthew Shears to the newly created post of director of public policy. Shears will drive the industry association's policy initiatives for an open Internet. At Cisco Systems Inc., Shears created the Europe, Middle East, Africa government affairs team.

William Dixon joined Hi-Tec Systems Inc., Egg Harbor Township, N.J., as the company's program manager for the Broad Information Technology and Telecommunications Services contract known as BITS II. He was Federal Aviation Administration facilities manager for Washington-Dulles International Airport.

Mike Herway was named the new director of IT services for Alexandria, Va. His responsibilities will include managing and directing the city's IT operations and formulating policies and procedures governing them. Herway was the city's deputy director of IT.

Jack Ely and Jeff Jones have joined Intelligenxia Inc., Jacksonville, Fla., as senior account executives for the company's new government sector. Ely was last at FileNet Corp., Jones joins from SAS Institute.
