Oracle Corp. is expanding its customer relationship management capabilities with its agreement to buy Siebel Systems Inc. of San Mateo, Calif., for $5.85 billion.

Oracle Corp. is expanding its customer relationship management capabilities with its agreement to buy Siebel Systems Inc. of San Mateo, Calif., for $5.85 billion.Oracle will pay Siebel $10.66 per share. The offer is worth about $3.61 billion net because of Siebel's cash on hand of $2.24 billion.Siebel's board has voted for the transaction, and Chief Executive Officer Tom Siebel has agreed to vote in favor of it. Stockholders will convene in a special meeting to vote on the acquisition.CompuDyne-Public Safety and Justice Inc., a subsidiary of CompuDyne Corp., has acquired Xanalys Corp., a provider of crime-solving and data-sharing tools. Terms of the deal were not disclosed.Xanalys of Waltham, Mass., offers investigative management and analysis tools that investigators can use to collect, analyze and share information.The acquired company's software dovetails with that from Annapolis, Md.-based CompuDyne-Public Safety and Justice, which provides automated public safety and justice systems.Microsoft Corp. has acquired Alacris Inc., a provider of certificate management and identity assurance software products. Terms of the deal were not disclosed.Ottawa-based Alacris specializes in technology that offers digital certificate and smart-card lifecycle management solutions designed to help customers deploy, manage and maintain a smart-card infrastructure. The company is preparing to release a beta version of its technologies.Lockheed Martin Corp. will buy remote-sensing systems maker Coherent Technologies Inc. of Louisville, Colo., for an undisclosed amount in a deal expected to close this year.Coherent Technologies provides high-performance, laser-based sensor solutions and develops radar technology. It also develops and integrates products that maintain operations in demanding environments, and provides critical information about target identification and hazardous meteorological events.Lockheed Martin's space systems division in Denver will manage Coherent Technologies' businesses.
