Appointments

Rance Walleston will be director of BAE Systems plc's new intelligence and information operations initiative in the company's Rosslyn, Va., office. Walleston will lead development of new technology-based analysis, exploitation and computer network operations solutions for the intelligence community. The program will strategically integrate intelligence and I/O programs from facilities in Columbia, Md., Reston and Falls Church, Va., and Merrimack, N.H.

Wayne Davis joined Qwest Communications International Inc. of Denver as director of Government Services Administration programs for the company's government services division. Davis will focus on developing Qwest's voice over IP business in GSA agencies.

Andrea Wilson is the new human resources vice president at Netco Government Services Inc., Herndon, Va. Until the appointment, Wilson had been director of human resources at InfoPro Inc., a small, woman-owned business offering specialized IT business services to the federal government.

Cyberguard Corp., Boca Raton, Fla., named Michael Jacobs to its board of directors. Jacobs, now director of cyber and national security at SRA International Inc., was director of information assurance at the National Security Agency.

Digital Sandbox Inc., Reston, Va., named to its board of advisors: Robert Mark, chief executive officer of Black Diamond Inc.; James McDonnell, vice president and chief information and security officer for USEC Inc.; and Christina Ray, managing principal of Guarnerius Management LLC.

Walter Adams, vice president for commercial services at Communications Technologies Inc., Chantilly, Va., was named president of trade organization Power Line Communications Association's board of directors.

Stan Gutkowski, managing partner of Accenture Ltd.'s USA government operations, was elected chairman of trade association Professional Services Council's board of directors.

Promotions

At Boeing Co.: John Sams to vice president of the company's Air Force systems business unit, Integrated Defense Systems, St. Louis, Mo., from Boeing program manager for the Air Force 767 Tanker Program and deputy to the tanker program's general manager.

At Northrop Grumman Corp., Los Angeles: Daniel Montgomery, tactical systems division vice president and deputy general manager at the company's mission systems sector will add duties as the company's corporate lead executive for the Huntsville, Ala., region. Catherine Kuenzel to vice president of field operations in the company's IT sector from director of its cryptologic systems division.

At Apogen Technologies Inc., McLean, Va.: Mary Baggett to vice president from division manager, at the SPAWAR System Center, New Orleans.

At Micromuse Inc., San Francisco: Marva Bailer, from director of federal business to vice president of alliance and channels for the Americas.

At Lockheed Martin Corp., Bethesda, Md.: Lorraine Martin to flight solutions vice president for its simulation, training and support operating unit, Orlando, Fla., from vice president and deputy of joint command, control and communications systems of the integrated systems and solutions unit, Colorado Springs, Colo. n
