Netco Government Services Inc., Herndon, Va., has named Karl Williams as chief financial officer. Since 2000, Williams has been chief operating officer and CFO of Web cast software and services provider Vodium Inc.

Norris Dickard has joined public affairs consultancy Issue Dynamics Inc. of Washington as senior consultant. Dickard, who comes to IDI from Washington think tank the Benton Foundation, where he was director of public policy. Dickard will advise IDI clients on telecommunications and media policy.

B. Ray Summerell has been named vice president of corporate development for Vista Technology Services Inc., Herndon, Va. Summerell's primary task will be shaping the company's identity and developing strategies for expanding the business.

Stephen Dring joined NMS Bio-Defense, a spin-off of NMS Imaging Inc., Silver Spring, Md., as president and chief executive officer.

Raytheon Technical Services Company LLC, Reston, Va., named John Balaguer as general manager of engineering and production support. Balaguer assumes responsibility for all aspects of program execution, customer relationship management, continuous improvement and growth in the EPS business unit in Indianapolis.

Mike Fazzi joined fiber optics and video products provider Communications Specialties Inc., Hauppauge, N.Y., as regional sales manager for the eastern United States. From his Weems, Va., office, Fazzi will provide CSI resellers and users with systems integration solutions and develop new market opportunities.

Juniper Networks Inc., Sunnyvale, Calif., named Tom Gillman as director of federal channels in the company's federal systems division. Gillman, who comes to Juniper Networks from 10 years at Cisco Systems Inc., will be responsible for building Juniper Networks' federal channel program.

Retired Brig. Gen. Mack Hill was named senior vice president of medical and logistics services at IT services provider Sytel Inc., Bethesda, Md. After 30 years in the Army, including a stint as chief of the Medical Service Corps, Office of the Surgeon General, Hill retired as commander of Madigan Army Medical Center and Western Regional Medical Command.

Michael Carter was named senior director of Sytel Inc.'s homeland security program. Carter, a former Marine Corps officer who served as deputy security advisor to the special assistant to the president, comes to Sytel from Stanley Security Solutions Inc., where he led a start-up government business practice.
