Gary Scharf is the new director of research and development at Getwell network software developer in Washington. Scharf will use his multimedia experience to enhance the company's patient-oriented software.

Hugh Shelton, former Army general and chairman of the Joint Chiefs of Staff, has joined the board of directors of Robbins-Gioia LLC, Alexandria, Va.

Mary Ann Mayhew and Jeanmarie Klitzner have been hired as vice president of operations and enterprise solutions, respectively, at G&G Solutions Inc., McLean, Va.

Renee Lewis has been appointed chief executive officer of clinical and drug safety solutions provider Galt Associates Inc., Sterling, Va. Lewis was formerly chief operating officer of drug safety tool provider DrugLogic Inc.

Erin McCarthy has joined W&B Public Relations, Herndon, Va., as account executive. W&B is an affiliate of White and Baldacci healthcare and technology provider.

Douglas Clark, CEO of project management software provider Metier Ltd. in Washington, has been named to the Project Manage- ment Institute's standards consensus body.

Government IT solutions provider DLT Solutions Inc., Herndon, Va., has named Rick Marcotte as president and CEO, effective today. Marcotte has served as a member of DLT's board of directors since June 2003.

Jeffrey Beck has been named chief financial officer of STG Inc., Reston, Va. Beck will lead STG's financial and accounting activities and focuse on mergers and acquisitions program.

Market research firm Input Inc., Reston, Va., name Dena Kisala as vice president of operations, overseeing government technology market intelligence products; Jace Wieser as chief information officer, responsible for strategy, software development and technology operations; and Steven Toole as vice president of marketing, responsible for all marketing strategy for Input products and service.

Kyle Dixon, deputy chief of the Federal Communications Commission's media bureau and special counsel for broadband policy, will join Washington think tank Progress and Freedom Foundation. Dixon will organize and direct the foundation's Federal Institute for Regulatory Law and Economics.

Scott Goss and Harlan Wax have joined IT integrator Dataline Inc., Norfolk, Va. Goss, named executive vice president of global services, will lead the company's global services divisions from its Tysons Corner, Va., offices. Wax will concentrate on business and proposal development.

Andrew Wright has joined Washington IT consulting firm Issue Dynamics Inc. as assistant vice president. Wright will focus on telecom, telephony, multichannel video and broadcast issues.

Alfred Hansen, president and CEO of EMS Technologies Inc. of Atlanta has been named to the board of directors of the Georgia Technology Authority, established by the Georgia General Assembly to improve coordination of state technology resources and promote online government services to Georgians.

Former federal research manager at market research firm Input Inc. Erik TerHaar has joined Map ROI Inc., Sterling, Va., as director of operations and research. Lauren Hammond has left Lockheed Martin for the vice president of sales slot at government business management software maker Map ROI.

J.R. Reagan has joined BearingPoint Inc., McLean, Va., as a managing director of the company's public services solutions group, which is responsible for the public-sector security solutions strategy and execution. Reagan has held positions with American Management Systems Inc. and the Defense Department.

Management consulting firm McNeil Technologies Inc., Springfield, Va., has named Gerry Decker as COO. Decker, who spent the last 14 years at Dynacorp, now Computer Sciences Corp., will take charge of ongoing operations at McNeil.

Zelinger Associates Inc., McLean, Va., has named Paul Averna director of business development, and promoted Mark Jasen to vice president of sales and business development. Averna is charged with identifying and developing business in DOD and the intelligence community. Jasen will coordinate sales efforts and channel management.

Vulnerability management software provider Secure Elements Inc.'s Chief Technology Officer and co-founder Dan Bezilla has been named to McLean, Va., Mitre Corp.'s open vulnerability assessments language board. OVAL is sponsored by the US-CERT at the Homeland Security Department and is an international cybersecurity intiative that provides an industry guideline for vulnerability testing.

Washington IT consultancy ICF Consulting has named David Lucien to its board of directors. Lucien was chairman and chief executive director of CMS Information Services Inc., its sale to CACI International Inc. this year.

Retired Army Gen. Ken Guest has been named COO of Karta Technologies Inc., San Antonio. He will be responsible for all operating groups, business development, and marketing and people departments at the IT training and program management company.

Robert Jett has been named chief information officer of program management and systems support provider Red Buffalo Inc., Annapolis Junction, Md. In addition to taking responsibility for the company's internal IT systems, Jett also will head its portal development efforts.

Macromedia Inc. has named Barry Leffew as vice president of North America sales for the San Francisco graphics and publishing software maker's government group in Bethesda, Md.
