Mark Gembicki has joined Bearing Point Inc.'s homeland security practice as national managing director for critical infrastructure protection. Gembicki will lead the McLean, Va.-based systems integrator's practice aimed at helping organizations respond to legal and regulatory changes.

As vice president of government services, Bill Pickett will head a new government services group for Reston, Va.-based Architech Corp. Former AT&T executive Pickett will oversee business development and sales for the new group.

NexGen City LP, Richardson, Texas, named Ted Bilke as vice president of corporate development. The former Lockheed Martin space operations executive will establish and direct strategic relationships with systems integrators and state and federal governments for wireless systems provider.

Promotions

Clifton Williams has been promoted to partner at Grant Thornton Global Public Sector in Washington. Williams, who joined Grant Thornton in January 2003 after 20 years in the federal government, will focus on developing the consultancy's work with the Department of Homeland Security.

Insight Inc., Manassas, Va., has promoted Robert Belshaw to chief operating officer from vice president. Belshaw, who also will continue to serve on the company's board of directors, will be responsible for consulting services, client support, marketing, sales and business development.

The new director of Boeing Co.'s Naval Weapons Program will be 20-year company veteran Mark McGraw. In his new job, he'll take responsibility for the Standoff Land Attack Missile Expanded Response, Harpoon and target missile systems. McGraw comes to Boeing's St. Louis-based Integrated Defense Systems division from his role as deputy program manager for the company's MultiMission Maritime Aircraft program.

Wam!Net Government Services Inc., Herndon, Va., has promoted Alan Heisig to vice president of its Navy-Marine Corps Intranet enterprise operations division. Heisig will be responsible for worldwide operations for the NMCI project.

Sam Strickland has been promoted to senior vice president at Booz Allen Ha-
milton Inc.
's McLean, Va., office. He is chief administrative officer overseeing the IT services and consulting firm's global operations.
