Johns Hopkins University appointed Darren Lacey to serve as chief security officer and information security policy coordinator for the university and the health system. In his new role, Lacey, a university employee since February 2000, will draw on his training as an attorney and as an information technology specialist. Lacey expects to retain his affiliations with both the university's Information Security Institute and Enterprise Development Office but not in day-to-day management roles.

Washington, D.C.-based Métier Ltd., a provider of project portfolio management software, named Amanda Cook as director of implementation services. Cook leads all engagements for Métier's government and commercial clients, managing a team of consultants to define customer requirements and provide project portfolio management strategy and development. Cook was previously a senior technical consultant for Métier.

Appointments

McConnell International, Washington, added four former senior government executives. They will use their experience in and commitment to public service to help industry partner successfully with government. John Reece has more than 40 years of experience and served at the IRS. Charles Self served in several positions within the General Services Administration. John Tritak served in the U.S. government's Critical Infrastructure Assurance Office and on the President's Critical Infrastructure Protection Board. Gordon Piché recently completed a 34-year career with the Coast Guard.

Systems Plus Inc., a Rockville, Md., solutions architect and integration provider, named Doug Oates as federal program manager for enterprise architecture and information assurance. Oates will lead the company's federal practice area and oversee contracts that support enterprise architecture and information security. Oates previously served as a program manager for SAIC.

Merritt Group Public Relations, Washington, hired five professionals to its team: Jayson Schkloven and Shany Seawright as senior account executives, Kelli Begun and Michelle Schafer as account executives, and Heather Ickes as account coordinator. Schkloven comes to Merritt Group from Gilden Integrated, Seawright joins the team from Upstart Vision Inc. and Hill and Knowlton's technology practice group. Schafer was most recently with Current Analysis, and Begun was with RMR & Associates. Ickes is a recent graduate of Florida State University.

Tachyon Inc., a Vienna, Va., provider of carrier-grade broadband satellite solutions, added two senior executives to its corporate management team: Laurence Hinz, executive vice president and chief financial officer, and David Dague, executive vice president of marketing. Hinz was most recently with Diveo Broadband Networks Inc. Dague has more than 20 years of experience, most recently with Sentori.

Abt Associates Inc., Cambridge, Mass., named Fred Glantz and Sheila O'Dougherty as vice presidents. Glantz has been with the firm for 27 years and O'Dougherty joined Abt in 1994. Abt Associates applies scientific research and technical assistance expertise to a wide range of social, economic, and technological policy issues, international development, clinical trials and registries, and complex business problems. The firm also appointed two new associate fellows: Marty Makinen and Leland Deck. They are Abt Associates senior research scientists recognized for expertise in their respective fields. Makinen is a health economist with more than 20 years of experience. He joined Abt in 1985. Deck has been an environmental economist with Abt since 1992.

Foxborough, Mass.-based mGen Inc., a provider of learning and training software solutions, hired Jonathan Gordon as president and chief executive officer. He comes to mGen with more than 30 years of experience with hardware and software technology companies, including Phoenix Technologies Ltd. and Graphic Software Systems. Most recently, Gordon was CEO and founder of EndPoints Inc.

Raytheon Co., Lexington, Mass., appointed Pete Janke as lead operations officer of Raytheon Information Solutions. He has more than 30 years of management experience in operations, finance, sales and marketing. Prior to joining Raytheon, Janke worked for STG Inc.
