The bill would strike the Support Anti-terrorism by Fostering Effective Technologies Act, a provision of the Homeland Security Act. The provision limits the liability of companies selling anti-terrorism technologies to the government if a terrorist attack jeopardizes the operations of the technologies. To qualify for protection, a firm's technology must be designated an anti-terrorism technology by the secretary of homeland security, and the firm must obtain the maximum amount of insurance available.
