NCI Information Systems Inc., McLean, Va., has added several key personnel to its senior management staff: William Post is the senior vice president and general manager of the enterprise solutions group, Jerry Sparger is senior vice president and general manager of the enterprise services group and John Picarelli is the new senior vice president of business development.


Software AG, Reston, Va., has hired Michael Master as vice president, U.S. sales operations for Software AG of North America Inc. Master will head a 250-person sales and support organization responsible for selling the company's software products and professional services that provide database, data warehouse and middleware solutions that span mainframe, client/server and Internet platforms.

LAN SuperVision Inc., San Ramon, Calif., has appointed Oscar Palos as board chairman and John Wayman as chief executive officer. LSVI has also named Stanley Pomerantz as chief technical officer and senior vice president.

Construction Dynamics Group Inc., Columbia, Md., promoted Lawrence Sivak, previously the regional manager of the firm's Richmond, Va. office, to vice president. Jeffrey Stodd has joined the company as the firm's director of marketing. Stodd was previously with the Centex Companies.

Northrop Grumman Corp., Los Angeles, appointed William Carrier III to vice president of business development at the company's data systems and services division.

MAXM Systems Corp., McLean, Va., has appointed Timothy Summers to vice president of product development. Summers brings 15 years of experience in systems management to the company, where he will be responsible for overseeing and implementing software research and development, support, quality assurance, productivity and joint technology developments with other vendors.

Science Applications International Corp., San Diego, has hired Richard Shearer as a senior vice president. He was formerly the executive director of the Naval Command Control and Ocean Surveillance Center's research, development, test and evaluation division in San Diego.

Ryan-McGinn Inc., Arlington, Va., has named A.J. Donelson executive vice president. In his new position, Donelson will be responsible for all aspects of the company's government relations operations. And Kimberly Templin has been appointed account executive after serving as an associate account executive with Susan Davis International in Washington, D.C.

GETTING A WINDOW
LCT Inc., Fairfax, Va., announced Darryl Rekemeyer has joined the firm as manager, business development and marketing. Rekemeyer will focus on working with systems integrators, federal, state and local governments. Donna Galosi has joined LCT as national sales manager for its proposal systems and services. Galosi will focus on product sales and services in the southeastern and western regions of the United States.

Eastman Kodak Co.'s Commercial &amp Government Systems, Rochester, N.Y., announced that Robert Thomas Delaney has been named business development manager, Image Acquisition Systems. The company also appointed Joanne Braeunle manager of planning and administration.


Berkeley Education and Training Center, based in Alexandria, Va., has announced its recent hires and promotions: Linda Sambor and Eileen Bradley as career and placement specialists, Kathy Brody as manager of student services, Kim Bruhns as government enrollment counselor, Darrell Wilson as associate director of government, Randell Perfit as a full-time instructor and visual specialist, Arlene Andrews as the company's new receptionist and Camille Realo West, Judith Farrell Stokes and Eve Zaboji as the newest commercial enrollment counselors.

Potomac Interactive Corp., Arlington, Va., has added to its technical team: Shannon Haworth has been named manager of technical operations and Steve Schillinger joins the firm as a Web site engineer.

Telecommunications Industry Association, Arlington, Va., has named Anna Brown its new accounting manager. Prior to joining the company, Brown worked as a corporate accountant for GreenStone Industries.

Harry Hertz has been appointed director of the National Institute of Standards and Technology's office of quality programs, Gaithersburg, Md. Hertz will manage the Malcolm Baldrige National Quality Award. He was deputy director of the office until 1992 and acting director until December 1995.

Oceanix Biosciences Corp., Hanover, Md., has appointed Bruce Glaeser to chief technical officer of its NovaScreen division. Glaeser has been with Oceanix since 1995 as director of pharmacology.

Realogic Inc., Alexandria, Va., has hired Joseph Murphy as technical manager responsible for Workgroup Computing services.

Walcoff &amp Associates Inc., Fairfax, Va., has appointed Ryan Schnare as communications group manager. Schnare will manage the group responsible for public education and outreach.
